About the Position: Responsible for the leadership, direction and management for the Transportation Department including traffic operations, engineering, planning, signs, signals, ITS, paving management, and shoulders and drainage. This position supports the operating department programs by assuring that administrative and operational services are responsive to the needs of program management. Selection Process: Applicants whose education, training and experience most closely meet the needs of the position may be invited to participate in a selection process to include a panel interview and an assessment exercise. Successful candidates will receive a post-offer, pre-employment background screening to include: Fingerprinting Criminal Background screening for the past 7 years MINIMUM QUALIFICATIONS: Education and Experience Bachelor's Degree in Urban Planning, Public/Business Administration, Civil Engineering or a related field from an accredited educational institution. A minimum of five years progressively responsible experience in an organization and community with a proven record of working effectively with elected leaders. An equivalent combination of education and job-related experience may substitute for the educational requirements on a year-for-year basis. Must have at least one year of Lead or Supervisory experience. Experience working in a municipality preferred. Licensing and Other Requirements FEMA IS-100 or IS-700 certification, or ability to achieve one certification within six months of hire. Preferred Arizona Professional Engineer registration. Other pertinent licenses and/or certifications may be required depending on department/section assignment. ESSENTIAL FUNCTIONS: Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following: Provides vision and leadership while directing the overall activities of programs in the Transportation Department. Supervises employees and coordinates personnel-related activities to include, but not limited to: training, approving work schedules, recommending/approving personnel actions, coaching and counseling, establishing performance goals, and writing performance evaluations. Develops, updates and maintains the City's Transportation Master Plan. Administers the City's transit program. Provides input into the development of the City's Capital Improvement Plan in support of the adopted Transportation Master plan, other planning directives, and other policy guidance. Prepares the departmental budget and manages available funds. Develops, reviews and administers design, construction and maintenance standards for street infrastructure. Determines maintenance responsibility for roadway and drainage rights of way and easements. Supports and represents City Council and management policies and practices to the public and other City employees.
