Overview The City of Louisville is looking for a Planner and Historic Preservation Specialist. This position is under the general supervision of the Planning and Building Safety Director, the Planner I/II – Historic Preservation Specialist plays an important role as part of the Planning Division's team of planners, including management of the City's historic preservation program (approximately 50% of work duties) and other current and long range planning duties (approximately 50% of work duties). As the City's primary historic preservation specialist, this position is responsible for implementation of and processing periodic updates to a city-wide preservation master plan, conducing specialized studies on historic preservation, supporting the City's Historic Preservation Commission, managing the City's historic preservation grant and loan incentive program, and conducting outreach for the program. This position also works on current and long range planning duties not associated with historic preservation, including developing long range plans for the City, processing development applications, reviewing building permits and assists with zoning administration and general inquiries. Assignments are carried out in accordance with general and specific work instructions and in accordance with professional knowledge of the theories, principles, and practices that are applicable to historic preservation, urban planning, urban design, land use law, and effective public outreach. This position may be hired at the Planner I or Planner II level depending on experience. The Planner I level requires a master's degree in historic preservation, planning, architecture, environmental design or other related discipline or a bachelor's degree and minimum of two years of experience. The Planner II level requires a master's degree in historic preservation, planning, architecture, environmental design or other related discipline and three or more years' experience or a bachelor's degree and five or more years of experience and exercises more independent project management. Planner I – Hiring Range $24.49 to $28.15 or $50,939 - $58,572 Planner II – Hiring Range $28.65 - $32.95 or $59,592 - $68,536 Examples of Duties PLANNING JOB DUTIES: Reviews and provides recommendations regarding land use applications for proposed residential, commercial and industrial development in the City. Reviews and approves various building permit applications for compliance with zoning and subdivision ordinances and regulations of the City, including planned unit development and special review use terms and conditions. Serves as the Planning staff's primary resource on Old Town and Downtown zoning and design guideline requirements. Researches issues, prepares reports, correspondence, and memoranda. Assists in coordinating urban design / land use actions with City departments, special districts, and applicable federal, regional, state, and local agencies. Provides research and recommends updates to sections of the Municipal Code. Provides urban design support for long range planning initiatives. Assists in the project management of long range planning initiatives. Performs fieldwork pertaining to zoning code enforcement as well as site inspection in coordination with the issuance of Certificates of Occupancy. HISTORIC PRESERVATION SPECIALIST JOB DUTIES: Serves as the staff liaison to the Historic Preservation Committee (HPC) and provides reports and professional analysis to the board in the form of written staff reports and presentations. Administers the City of Louisville's Historic Preservation Fund. Develops and implements the City of Louisville's Preservation Master Plan. Conducts and manages historic preservation studies and projects, such as historic surveys and context studies. Provides information to the public and develops promotional materials on the City's Historic Preservation program. Makes presentations at City Council meetings and to community groups. Leads creative outreach and education efforts to promote the incentive program incentive program. Maintains records and provides information as needed to the State as a Certified Local Government. Provides technical assistance to members of the public and applicants on historic preservation best practices. Reviews and processes all historic landmark applications, demolition reviews, and alteration certificates. Processes applicable grant applications through the State Historic Preservation Office. General Qualifications TRAINING AND EXPERIENCE: Planner I and II require a bachelor's degree in either Planning, Historic Preservation, Architecture, Environmental Design, Landscape Architecture or a related field. Six months to a year of municipal planning experience preferred. Prefer a certificate in historic preservation and previous work related experience in historic preservation will be prioritized. Planner I must have a bachelor's degree with a minimum two years of relevant experience. Planner II must have a master's degree and a minimum of three years of relevant experience or a bachelor's degree and a minimum of five years of relevant experience. Any equivalent combination of acceptable training, education, and experience will be considered at the discretion of the Director of Planning and Human Resources. Additional Information KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the Secretary of the Interior Standards for the Treatment of Historic Properties Knowledge of the National Historic Preservation Act of 1966 (NHPA) and Section 106 Familiarity with historic preservation, processing of grants, and general knowledge of architectural history. Knowledge of the principles and practices of urban planning, urban design, and architecture. Knowledge of statistical principles and their application. Familiarity with subdivision and zoning regulations and site development principles. Ability to provide excellent customer service and communicate complex processes and concepts in an easy to understand and accessible manner. Ability to maintain a professional and courteous demeanor in sometimes stressful circumstances. Ability to make presentations to community groups. Skilled in the use of a personal computer and various job-related software programs, including Microsoft Word, Excel and PowerPoint. Preference for familiarity with Sketch-up, GIS, and Adobe Illustrator, Photo-shop, and In-Design software applications. Skilled in performing mathematical calculations. Ability to gather, compile, analyze and present complex planning data. Ability to present recommendations, orally, in writing, and through graphics. Personal communication skills with a variety of people, including the general public, property owners, elected officials and professional associates. Ability to handle multiple tasks and priorities. SPECIAL LICENSE, REGISTRATION, OR CERTIFICATE REQUIRED: Certification through the American Institute of Certified Planners (AICP) preferred but not required. PHYSICAL REQUIREMENTS OF THE JOB: While performing the duties of this job, the employee is regularly required to read, speak, and hear; use hands, fingers, handle objects, tools, or controls. The employee is frequently required to stand; walk; reach with hands and arm. The employee occasional may lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. WORK ENVIRONMENT: The work is performed indoors, although the employee is required to make field visits and site inspections for purposes of researching, analyzing, gathering, verifying or compiling data and information. Noise level can range from very low to a moderate level.
