Closing Date: 3/20/2020 Position: Director, Finance Department: Finance Salary: $12,678.29- $16,904.39 per month (Non-Union – Executive Management) Exempt – Not Eligible for Overtime Benefits eligible & 401(a) payment equal to 5% of base salary The Director of Finance serves as a key member of the City’s Leadership Team. The position works within the broad operational and policy framework provided by the City Manager and Assistant City Manager. The Director will encourage professional development of staff, provide direction and management of the Finance Department, including revenue collection, disbursement and procurement functions, invests public funds, budgeting, auditing, treasury management, forecasting, utility billing, payroll and licensing. The Director of Finance reports to the City Manager and leads a team of professional staff. Responsibilities: Provide recommendations to the City Manager, Assistant City Manager, City Council, staff and community regarding issues related to the City’s finances. Developing, implementing, revising and managing operational and financial policies and procedures, annual budget process, strategic direction, and internal controls. Setting the tone, climate and vision for the department. Ensuring compliance with statutory responsibilities and directives including compliance with requirements for grant funds, investment of funds and financial reporting.; ensuring the overall fiscal soundness of the community. Provide leadership, program development, administration and coordination of the Finance operations and services. Develops the skills and knowledge of their team; succession planning and training to ensure staff knowledge Perform related duties as required. Proven knowledge of Governmental accounting and generally accepted accounting principles; functions, principles, practices, and techniques of public administration, including municipal finance administration; principles and practices of management and supervision; research techniques, sources and availability of information, and methods of report presentation; applicable Federal, State, and local laws, rules, and regulations pertaining to local government operations. Ability to analyze a variety of complex financial problems and to make sound policy and procedural recommendations; communicate clearly and concisely, orally and in writing; properly interpret and make decisions in accordance with laws, regulations, and policies; prepare complete and accurate reports; supervise, evaluate, and train staff; manage multiple projects with changing priorities. Ability to work independently under pressure; proactive thinker/self-starter; ability to identify methods to maximize service effectiveness and efficiency and carry out organization goals and vision. Qualifications: Equivalent to a Master's Degree from an accredited college or university with major work in Public Administration, Finance or a closely related field. Eight (8) years, preferably ten (10) of progressively responsible financial experience in municipal government, including five (5) years in management or supervision. Possession or ability to obtain a valid California driver's license. Intermediate to advanced skill in ADP Workforce Now, Enhanced Time, Kronos, accounting software, Microsoft Word, Excel, Access, Outlook and PowerPoint; proficiency in common office equipment, i.e. printer, scanner, copier and fax machine. Ability to work extended hours including evenings, weekends and holidays, as needed. Working Conditions/Physical Requirements: Environment: Work is performed primarily in a standard office environment with some travel to different sites; incumbents may be required to work extended hours including evenings and weekends and may be required to travel outside City boundaries to attend meetings. Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination, including use of a computer keyboard; to travel to other locations using various modes of private and commercial transportation; and to verbally communicate to exchange information.
