Nature of Work This is advanced administrative and professional work providing technical support as well as a variety of administrative support services to the appointed executives or department leadership. The work includes providing staff liaison to the various city departments and programs, outside agencies and the media. The work is performed under the managerial direction of the appointed executives or department leadership. This position is unique in that it will be providing administrative analytical services related to property tax administration and advanced treasury functions. Work includes assisting with complex property tax calculation, collection and accounting tasks. This position will help direct staff in areas of accounting, investing, tax collection, and documentation of standard operating procedures. This work supports the administration of property taxes impacting multiple property taxing authorities, special acts, captured tax districts, and various improvement districts. Minimum Training and Experience Possession of a bachelor's degree in business or public administration, government or related field (a master's degree in public or business administration is preferred) and four years of progressively responsible professional experience in public sector management, preferably in local government; or any equivalent combination of training and experience. A professional municipal treasurer certification is preferred. Other Necessary Qualifications The successful candidate will also demonstrate: The capability to respond to inquiries and complaints from citizens in a calm, fair and non-judgmental capacity, often in adversarial or hostile circumstances. The ability to plan, organize, coordinate, assign and evaluate the work of professional and clerical accounting staff and assist, train and supervise staff in various areas, such as property tax laws and the changes that occur from time to time. The ability to support and assist with the administration of real and personal property taxes including the distribution of monies collected to the various local taxing authorities dependent on the City to accurately bill and collect on their behalf. The ability to work with the other financial departments to implement and maintain financial software (the City uses CGI) as well as the BS&A modules used in the Treasurer's office. This includes the expertise to develop and implement accounting procedures and internal controls related to system modifications and changes. The ability to represent department leaders in meetings with various individuals and groups, including citizens, commission members, other governmental officials, representatives from various organizations and associations. The ability to collaboratively work with department staff to meet the City's strategic plan objectives including sustainability, equity, and accountability. The aptitude to conduct professional research and analytical studies of complex matters and make effective recommendations for proper actions. A professional level of experience involving high level analytical skills and effective communication skills, both orally and in writing.
