Summary Under the general supervision of the City Manager, this position manages the personnel in the Mayor and City Council Office, and in Neighborhood Services/Grants, and serves as an integral member of the Executive Management Team. This position provides high-level coordination on major focus areas; such as, city/department strategic plans, performance measures and project-based support to the City Manager. The ideal candidate for the Assistant to the City Manager will have a passion for local government and be committed to the profession. The ideal candidate will have the ability to provide quality, innovative and effective services in support of our residents and will establish and foster positive professional relationships with internal and external partners. The ideal candidate will be a self-starter with the ability to multi-task and prioritize a variety of assignments and has the proven ability to strategically advance projects and initiatives. A strategic thinker who understands the big picture and long-term vision for the city. Apolitical but politically savvy. Experience supervising staff and able to lead a team with a variety of responsibilities, work locations, and work hours is highly preferred. The ideal candidate will also have experience with strategic planning and performance management to include development, implementation, tracking and communication and have demonstrated skill in written and oral communications. Management of social media platforms on behalf of another person or organization preferred. A Bachelor's Degree in Public Administration or related field and five (5) years experience in a position providing familiarity with public administration, or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. Examination process for this position will include: Panel Interview Requirements Formal Education/Knowledge: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Experience: Minimum five years of experience in a related field, preferably in a local government setting. Certifications and Other Requirements: Valid Driver's License. Reading: Work requires the ability to read and comprehend reports, development agreements, council actions, and trade journals at a college level. Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division, percentages, and decimals. Comprehensive skills to handle budget process needs and analyze numeric data also required. Writing: Work requires the ability to write memoranda, correspondence, presentations, talking points, letters to citizens, reports and produce written documents and concise synopsis of data with clearly organized thoughts at a college level using proper English sentence construction, punctuation, and grammar. Managerial: Complex - Work requires managing and monitoring work performance of a division including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department. Budget Responsibility: Moderate - Supports the preparation of budget documents; may do research to justify data used in documents for a unit or division of a department. May recommend budget allocations. Often compiles data and/or enters or oversees data entry. May have responsibility for monitoring budget expenditures (typically non-discretionary expenditures). Policy/Decision Making: Significant - The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Projects and daily work are managed with little oversight, however special assignments and significant work products may be reviewed upon completion. Typically positions in this category are supervisor to mid-management jobs. Technical Skills: Broad Application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization. Interpersonal/Human Relations Skills: Moderate - Interactions involve overseeing and/or approving final decisions regarding policy development and implementation. This level often involves interaction with others outside the organization or department on key organizational/departmental issues and requires exercising participative management skills, high levels of negotiation, and the ability to reach consensus on complex issues to achieve organizational goals and objectives. Essential Functions Manages the personnel in the Mayor and City Council Office, and Neighborhood Services/Grants to plan, coordinate, and guide activities related to their job functions and evaluates performance. Includes ensuring proper support services for Mayor/Council, timely responsiveness to resident issues/complaints, managing resident programs such as LEAD, ensuring proper HOA and neighborhood communication and engagement, and grant administration for city. Provides support in framing the City Council's vision and strategies for accomplishing organizational initiatives, and achieving the City Manager outcomes established annually by City Council. Assists the City Manager, and may represent the City Manager's Office, with planning, coordinating and monitoring of special programs or projects. Performs related duties by conducting research, problem and dispute resolution, program or project management, statistical analysis, and preparation of reports and presentations. Facilitates project meetings and participates in negotiation activities when appropriate. Establishes effective working relationships with elected officials, management staff, city employees, residents and members of community groups. Knowledgeable about a variety of city issues, policies, programs and services; able to respond to questions, concerns and complaints of varying sensitivity and complexity in a timely, tactful and effective manner. Regularly attends City Council meetings and work sessions, takes notes on behalf of the Leadership Team, and monitors follow-up items; prepares staff reports and may present at public meetings. Develops and implements components of the city's performance management program. Also engages with organizations and other municipalities to identify emerging practices and innovative programs, and provides recommendations to the City Manager regarding integration of concepts into the organization. Works closely with the leadership team on development and progress updates of the city strategic plan, as well as integration of the city strategic plan into elements of city operations including the annual budget process, master plans, and department strategic plans, including identifying any gaps and providing recommendations. Works independently, and cooperatively with the Digital Communications department, to promote various city initiatives to increase public awareness and engagement. Responsible for managing social media platforms on behalf of City Manager's Office to seek out and create opportunities to promote these city initiatives. 12 Month Objectives Assistant to the City Manager First Year Goals & Objectives Develop an understanding of the city's organizational structure, including the function and responsibility of each city department. Establish positive professional relationships with elected officials, leadership team and employees throughout the city. Meet with each staff member in your areas of responsibility to develop a clear understanding of their job duties and responsibilities. Review existing goals and objectives and re-establish as appropriate. Manage the personnel in the Mayor and City Council Office, and Neighborhood Services/Grants to plan, coordinate, and guide activities related to their job functions. Assist City Manager with special projects, such as Prop 400 extension, including conducting research, collecting and consolidating data, compiling findings, validating and analyzing data, attending meetings, and tracking status and results. Manage the city's performance management program, and engage with organizations and other municipalities to identify emerging practices and innovative programs to include Valley Benchmarking. Develop an understanding of the Envisio program used to track the 16 goals established by City Council in the Strategic Plan FY19 – FY21, and work with departments on updates to generate biannual reports to City Council. Manage social media platforms for the City Manager's Office to seek out and create opportunities to promote city initiatives. Attend council meetings and work sessions, take notes on behalf of the Leadership Team, and monitor follow-up items. Assist with the annual City Council Retreat to include agenda preparation, facilitation, and action items identified during the retreat. Provide assistance to the Leadership Team development through retreats (2x annually), monthly LTM strategy sessions and training opportunities (individually and as a group) and succession planning.
