This is a professional exempt position in the Finance Department – General Accounting Division. Work is performed under the general direction of the Accounting Manager. This position will maintain and reconcile the City's general ledger and accounts; prepare adjusting and closing entries for the general ledger; prepare analyses and reports; assist other departments with reporting requirements. This position assists with the annual audit and financial statement preparation and is responsible for the reconciliation of cash and disbursements to multiple bank accounts and investment portfolios, analyses and implementation of debt and investment strategies, and various other analysis and projects as requested by management. ESSENTIAL JOB FUNCTIONS Monitors bank accounts and performs related monthly reconciliations for the City's multiple bank accounts and investment accounts that are complex in nature and understands the business drivers for cash inflow and outflows. Prepares associated journal entries and maintains records for banking and investments. Reconciles account balances and bank statements to general ledger. Monitors monthly investments and prepares yield analysis for senior management. Monitor the City's restricted assets (from bonds, notes, grants, contributions). Prepares annual schedule of debt service to be provided to the City's investment brokers to ensure investment liquidity is present when needed. Assists with monthly analyses on the fiscal records of various City departments. Prepares monthly analyses for distribution to departments. Serves as an internal auditor, reviewing current practices and procedures, providing analyses, and making recommendations to senior management on possible alternatives. Attends all investment team meetings. Assists the Accounting Manager in the preparation of the fiscal year-end financial statements and reports included in Comprehensive Annual Financial Report (CAFR). Performs other tasks as assigned by Management. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge, Skills and Abilities: Strong knowledge of governmental/fund accounting and auditing principles and practices; Strong knowledge of fund accounting and its application to a wide variety of accounting transactions and problems. Extensive knowledge of personal computers and software applications particularly Microsoft Office Products. Ability to make decisions pertaining to accounting policies and procedures within established governmental accounting principles and guidelines. Prepare financial and accounting reports, using Excel and Word and perform various analyses. Ability to work independently, effectively and amicably with various departments and administrative personnel. Strong skills in critical thinking, analyzing complex situations accurately and adopting effective and reasonable course of action. Display problem-solving skill even under stressful conditions and deadlines. Previous experience with Central Square Naviline is desired. EDUCATION AND EXPERIENCE: QUALIFICATIONS Education and Experience: Bachelor Degree from an accredited college or university with major course work in accounting with a minimum of three (3) years' experience in accounting field, preferably in governmental fund accounting. A combination of education and relevant work experience may be considered in lieu of degree. Special Qualifications For positions requiring the operation of City vehicles, must possess a valid current Florida driver's license, or be able to acquire one within 45 days of hire. ESSENTIAL PHYSICAL SKILLS: PHYSICAL DEMANDS The work is generally sedentary and may require exerting up to 20 pounds of force occasionally and up to 10 pounds frequently to lift, carry, push, pull, or otherwise move objects. Reaching: Ability to extend hand(s) and arm(s) in any direction. Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers. Sitting: Frequently sits for long periods of time. Speaking / Talking: Ability to communicate clearly, accurately and concisely through speech. Visual Acuity: Ability to perform activities such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading, and operating motor vehicles. Walking: Ability to move about on foot to accomplish tasks and move from one work site to another.
