The Position The City of Carlsbad Library & Cultural Arts Department is looking for its next leader, an experienced professional with a passion for delivering innovative, enriching experiences that make our extraordinary community even better. Coupled with a new arts and culture master plan, the department's vision reflects the aspirations of an engaged community that values lifelong learning, history, the arts and cultural resources. Our organization Carlsbad is a full-service city with over 1,200 employees and a five-member City Council. Daily operations are handled by an appointed city manager and a leadership team of department directors who work collaboratively to deliver on the city mission of providing exceptional services for all who live, work and play in Carlsbad. As a member of this team, the Library & Cultural Arts Department director will exemplify the organizational values of innovation, excellence, character, empowerment, stewardship and communication. The department The Library & Cultural Arts Department is supported by an annual budget of $13 million and 250 employees (114 full-time equivalent) working out of three main locations: Georgina Cole Library, near the historic downtown village, this location is home to an acclaimed genealogy program and local history collection. Library Learning Center, an innovative, collaborative space providing life-changing literacy, bilingual services and library services. Carlsbad City Library, a modern space for learning and collaboration, including a new "exploration hub," a full service auditorium and art gallery. The department is supported by a Library Board of Trustees, an Arts Commission, Historic Preservation Commission and three non-profit organizations that generate a significant stream of supplemental revenue. Key Responsibilities Direct and supervise the operation of the City's library and cultural arts programs, providing a variety of services to the public. Develop and direct department goals, objectives, policies, procedures and performance standards for the operation of library and cultural arts programs, and evaluate the effectiveness of services. Ensure the quality of the library collection and delivery of library and cultural arts programs Select, develop and supervise department personnel. Review and assess job performance and recommend appropriate personnel action. Research and prepare staff reports, studies and analysis for the City Manager, City Council, boards and commission, and others. Respond to the most difficult citizen complaints and requests for information. Represent the city and the department, maintaining effective relationships with a variety of community organizations, groups and individuals. Provide technical and professional staff assistance to assigned boards and commissions including the Library Board of Trustees, and direct others in the provision of this assistance; serve as liaison to community support organizations including nonprofit friends foundations. Direct the preparation and administration of the recommended departmental work program, annual budget and use of other resources. Coordinate department activities with other city departments and divisions, and with outside agencies. May serve as the Acting Deputy City Manager as assigned. Knowledge of: Principles and practices of organization, administration, budgeting, and human resource management. Current practices in the delivery of library and cultural arts services, organization and objectives, resources, materials, technologies and procedures related to the delivery of library and cultural arts programs and services. Applicable federal, state, local and governmental agency legal requirements affecting library administration. Strategic management techniques and methodology. Research methods and techniques and methods of presentation. Ability to: Plan, direct and coordinate the services of a city library and cultural arts services. Provide administrative and professional leadership for the department. Establish and maintain effective policies and procedures. Promote community interest and enthusiasm in library and cultural arts services. Establish and maintain cooperative relationships with those contacted in the course of work. Communicate clearly and concisely, orally and in writing. Supervise, train and evaluate staff. Mentor and develop staff. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs. Work well under pressure to meet deadlines. Experience & Education Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Master of Library Science degree from an American Library Association accredited library school, or other highly related and equivalent degree, and five years of increasingly responsible professional and administrative library experience, preferably including three years of experience in management capacity. Relevant experience in arts and culture programs and services is highly desirable.
