This is a professional position responsible for providing legal services to the City. Attorneys in this classification may be assigned to one or more areas of office responsibility. Attorneys assigned this classification are required to perform legal services in a greater variety of areas with greater initiative and independent judgment, and with less supervision than those attorneys classified as Assistant City Attorney I. Work encompasses a variety of practice areas, while providing legal advice and support to various City departments. Practice areas include, but are not limited to, claims administration and litigation and advising City departments and staff on a variety of municipal legal matters. The incumbent works under the general direction of the Deputy City Attorney. Examples of Duties ESSENTIAL JOB FUNCTIONS Interprets and enforces building, fire, zoning and health codes, including license application, denial or revocation hearings. Prepares correspondence and legal documents necessary for City activity. Prepares, interprets and assists with enforcement efforts for ordinances relating to area of office jurisdiction for assistant. Analyzes, interprets and applies public records and open meeting law provisions to City operations. Advises Human Resources Department on matters as assigned including administration and litigation of employment issues. Prosecutes violations of City traffic, municipal ordinance and code violations. Provides in-service training for various departments, as assigned. Drafts new ordinances or amendments to existing ordinances as necessary. Negotiates and drafts contracts. Represents the City in all aspects of civil litigation, including the appellate level. Acts as Legal Advisor and parliamentarian to Council sub-committees, commissions, and boards as assigned. Prepares correspondence, reviews or drafts legal documents for various City activities/departments. Assists in collection of delinquent City accounts, taxes, etc. Maintains regular punctual and predictable attendance, works overtime and extra hours as required. OTHER JOB FUNCTIONS Completes special projects and activities as assigned by City Attorney or Deputy City Attorney. Typical Qualifications Requires considerable experience as a practicing attorney, a law degree, and eligibility to practice law in the State of Wisconsin. Experience and training should provide the following knowledge, abilities and skills: Knowledge of principles and practices of law particularly local, state and federal laws and court decisions affecting municipalities. Ability to determine and analyze applicable law, apply it to facts, and communicate legal opinions in a concise and understandable fashion. Ability to represent the City in all phases of litigation including all levels of appeals in various tribunals. Knowledge of police, fire, health, and building inspection department operations, policies and procedures. Ability to conduct legal research, prepare legal pleadings, and appear in various tribunals. Ability to conduct in-house training. Ability to analyze discipline, hiring and promotion questions and provide legal advice to various City department heads. Ability to communicate effectively, both orally and in writing, with personnel at various levels both within and outside the organization. Possess and maintain a valid Wisconsin driver's license.
