An Overview Under general supervision, the Alexandria Fire Department is seeking a collaborative and detail oriented Human Resources Manager I to provide recruitment support for the hiring and selection of Firefighters and Medics in conjunction with recruitment outreach via the Community Services Unit. This position is responsible for disseminating the prospects of viable employment opportunities with the Alexandria Fire Department to diverse venues throughout the City of Alexandria and Metropolitan Washington, D.C. communities. This is a role for an experienced human resources manager responsible for the implementation and delivery of human resources programs and functions. The candidate must understand the critical role of confidentiality and employment law while balancing the needs of the department and employees. The Opportunity Arranges logistics and supervise the process of pre-selection testing; Coordinates schedules, facilities and support personnel for pre-selection of the physical assessment testing; Monitors the pre-selection physical assessment testing and issue pass/fail notices to candidates; Arranges interview schedules and associated logistics for the various stages of processing; Assists with the interaction with candidates on their questions as required; Secures logistics, schedules and monitors testing of psychological and polygraph assessments. Sealed confidential results are given to AFD Human Resources; Partners with T.C. Williams High School to initiate and facilitate a Fire Cadet Program; Assists with Community Service Outreach events with particular emphasis on disseminating the employment opportunities with the Alexandria Fire Department; Develops brochures, posters and electronic media to promote recruitment activity; Conducts campaigns of outreach to various venues throughout the school systems of Northern Virginia and metropolitan Washington, DC; Assists the Community Services Unit with support as required beyond recruitment activity including the support of social media, education and physical installation of smoke and CO detectors; Performs related work as required. About the Department "Dedicated to our Community, Our Profession and Each Other" The Alexandria Fire Department provides fire, emergency medical services, and special operations such as technical rescue, hazardous materials and marine response operations with additional capabilities including fire prevention, inspections, protection and investigation to a 15 square mile city. The Alexandria Fire Department employs more than 290 personnel, which include firefighters, paramedics, fire prevention staff and administrative support. A network of ten stations protects 15 square miles. Among the department's specialized teams are the Northern Virginia Regional Hazardous Materials Team, Technical Rescue, Marine Operations and the Special Operations Team. The Office of Homeland Security and Emergency Management is also a city-wide function within the Alexandria Fire Department. MINIMUM & ADDITIONAL REQUIREMENTS: A bachelor's degree with completion of college-level courses in human resources, public or business administration; three-five years of progressively-responsible experience in Human Resources; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. PREFERRED QUALIFICATIONS: Experience in public safety; five or more years of progressively responsible human resources experience. Two or more years' experience in managing local and national recruitment efforts (preferably) in the fire service. Experience in employee benefits and leave management, and fire-service scheduling. NOTES: This position requires the successful completion of a pre-employment Criminal History Records Check. Applicant must possess a valid driver's license issued by the state of residence (including the District of Columbia or an American Territory) with legal driving privileges in the Commonwealth of Virginia.
