Title: Assistant Compliance Officer CHARACTERISTICS OF THE CLASS: Under the supervision of the Inspector General, the Assistant Compliance Officer directs the hiring compliance oversight functions of the Office of Inspector General (OIG) and participates in OIG investigations and audits into employee misconduct, fraud, mismanagement and inefficiencies throughout the operations of the Chicago Park District.. Performs related duties as required. EXAMPLES OF DUTIES: Reviews and audits hiring/promotion activity to ensure compliance with the Employment Plan. Monitors and reviews employment actions under the Employment Plan and related policies and procedures. Gathers and analyzes employment data and identifies areas for reviews, audits and compliance testing. Coordinates and conducts in-person monitoring and analysis of the hiring sequences. Conducts interviews and meetings with Human Resources personnel. Prepares administrative studies for the improvement of operating efficiency. Manages hiring compliance data for the OIG. Assistant Compliance Officer participates in OIG investigations, gathers and reviews evidence, conduct field work and interviews. Core duties of the Assistant Compliance Officer also include drafting reports of monitoring and investigative activity, interview reports, and draft final investigative reports. Assistant Compliance Officer must be able to analyze, manage and report on large amounts of data related to the Park District’s hiring activity for quarterly and annual publications. Conducts research and reports all findings to the Inspector General. Contributes to quarterly, annual and related reports. MINIMUM QUALIFICATIONS: Training and Experience: Bachelor’s degree with at least two years of work experience in compliance monitoring, investigations, government oversight or an equivalent combination of training and experience is required. Experience in legal research, compliance monitoring, government oversight, data analysis is preferred. Advanced degree is strongly preferred. Knowledge, Skills and Abilities: Knowledge of compliance monitoring and ability to learn and apply new and revised policies and procedures as required. Knowledge in conducting investigations, including evidence gathering and interviews. Knowledge of program and financial auditing process. Effective analytical and case presentation skills. Ability to communicate effectively orally and in writing as well as interview witnesses and subjects of investigations. Ability to work effectively with other departmental personnel, professional staff and the general public. Proficient in Microsoft Office. Work Locations Office of Inspector General 740 N.
