JOB DESCRIPTION The Manager, IT Vendor Management is responsible for IT vendor portfolio and relationship management. This role is pivotal in the IT division’s interactions with the suppliers of services, hardware, and software. The Manager, IT Vendor Management provides product and service purchasing guidance for the entire IT Division, including contract negotiations, managing volume licensing agreements, monitoring service level agreements and applying lessons learned from the current vendor relationships to ensure continuous improvement. In collaboration with the IT Management Team, this role will also develop and maintain the IT service catalogue and asset inventory management. This role will require collaboration with various subject matter experts, such as Procurement, Finance, Legal, Privacy and Security to ensure a comprehensive BC Transit approach to IT vendor management. ACCOUNTABILITIES Strategy & Planning Develop and leverage a holistic view of the IT Division’s agreements with vendors to obtain better terms and prices on behalf of the IT Division and BC Transit Facilitate and maintain relationships between strategic vendors and internal resources, including IT stakeholders, subject matter experts and executive leadership Enforce company policy, legal and contractual best practices regarding vendors Develop a framework for interactions between a vendor and the business Monitor and analyze trends in IT spending and inventory control in order to make recommendations for the future and identify areas for possible savings Develop strategies for motivating vendors to provide above average service Utilizing lessons learned, ensure that IT purchases continue to support the BC Transit’s business strategy Create framework for the IT service catalogue, enabling strategic decisions to be made regarding the effective use of technology Create an asset inventory framework that provides insight into all of our technology assets Operational Management Build a dedicated and experienced Vendor Management Office, developing processes to focus on managing the entire portfolio of IT vendors and assets Maintain a catalog of preferred vendors for IT products and services Assess vendor resources, expertise, ability to execute, reputation, historical interactions and notable events in order to determine ability to deliver on contractual obligations Help establish common goals between key stakeholders and strategic vendors Ensure effective communication between the organization and each strategic vendor Develop, implement and enforce vendor guidelines, obligations and service level agreements Develop metrics and standards for vendor performance in all vendor categories Monitor vendor performance, intervening when performance falls below an acceptable threshold Manage escalation and arbitration of relationship and operational issues if other avenues fail Provide senior management with regular reporting regarding the health of the vendor portfolio Provide procurement assistance in the development and evaluation of RFP, RFI, etc. Assist with contract negotiations Provide support in the creation of service level agreements and compliance Ensure that requirements are defined, well-communicated and well-understood by both the vendor and BC Transit stakeholders Maintain a service catalogue of technology products and services Participate in the Technology Portfolio Management Committee, providing insight on newly requested products and services and the impact to the overall service catalogue portfolio Create a technology asset inventory, monitoring performance overtime to provide information on future purchasing activities In collaboration with IT Management, Privacy and Security, maintain categories of assets as they related to gold, silver and bronze levels of data and services Lead continuous improvement of process and practices with lessons learned for all aspects of vendor, service catalogue and asset inventory management Develop process for ongoing contract optimization with strategic vendors Job Requirements: EDUCATION University degree or college diploma in an analytical field, such as general business, economics, psychology, computer science, mathematics, statistics or finance, or equivalent work experience Training in, and experience with, collaborative techniques, team building, dispute resolution and communication (highly desired) Training in contract negotiations, SWOT analysis, and other frameworks EXPERIENCE 3 years as a senior IT professional, with experience managing teams Minimum of five years of managing complex IT contracts and relationships, or experience as an IT vendor managing customer accounts and relationships Direct work experience with software licensing, hardware procurement, and service agreement development Strong knowledge of purchasing regulations and laws, including Freedom of Information and Protection of Privacy Act and Government of BC procurement policy Solid working knowledge of current IT technologies, including enterprise resource planning, telecommunications, network, and cloud across a wide variety of areas, including administration, facilities and operations Experience in contract negotiations with values $6,000,000 or more Experience implementing or making extensive use of CMDB and asset management systems ADDITIONAL INFORMATION The position requires the competition of a Criminal Record Check Or Vulnerable
