SCOPE Reporting to the Head of Quality & Compliance, the Quality and Improvement Lead (Care) will support the quality assurance of the organisation and the person-centred approach of all staff in the development and implementation of care services. The postholder will be accountable for supporting the systems, delivery and assurance needed to implement, monitor and report on quality, safety, regulatory standards and compliance for the Charity ensuring that evidence of this is readily accessible, in line with the Strategic Plan. Working closely with all operational managers to assess risk, this role will provide effective and visible leadership on the development and implementation of the Strategic Plan, supporting good governance and helping to ensure continuous improvement in care across the organisation. KEY RESPONSIBILITIES As a key member of the Quality & Compliance team: Be responsible for driving quality in care and safety to support services across the organisation. Ensure all services are safe and compliant in line with legal, regulatory and contractual requirements while supporting managers and services to achieve outstanding outcomes for the people we support. To ensure that people we support are placed at the heart of service delivery and desired outcomes are in line with ASPENS Core Values. OTHER RESPONSIBILITIES Conduct regulatory-based inspections of Aspens Charities to ensure they are operating in line with statutory requirements and nationally agreed best practice for adult care and support services. Conduct regulatory-based inspections of Aspens Charities to ensure they are operating in line with statutory requirements and nationally agreed best practice for Children’s care and support services. Develop individual inspection plans which details activities, timelines and priorities and ensures capacity to schedule and manage inspections using Aspens agreed formats based upon the Adult’s CQC Key Lines of Enquiry (KLOE) and OFSTED Assess and analyse information from a range of sources in order to be effective in promptly identifying trends in respect of risks and concerns that may impact negatively on standards of quality and safety and indicate non-compliance. Ensure that judgements made are based on corroborated evidence and analysis and maintain an audit trail of evidence assessed, supporting the analysis of risk across services and the effective use of risk management and monitoring. Liaising with Aspens Training Team to help devise, plan and deliver information sessions for appropriate staff on relevant legislation and standards. To report in an effective and focused manner, prepare and deliver presentations to the Executive and key stakeholders and share information about progress in relation to compliance and attend all meetings as required of the role. To use evidence of practice to support the development and maintenance of relevant policies and procedures across the organisation. Work with each service to develop robust development plans which demonstrate continuous improvement and innovation and support the Service Managers / Heads of Service to review action plans within their remit and provide guidance as appropriate. As and when directed, to be involved in reviewing formal complaints and serious incidents adopting best practice and, when needed, using a root cause analysis to identify contributory causes and identify system failures or absence of systems and ensuring shared learning through the organisation. Fully comply with the requirements laid down by the Health and Social Care Act 2014 and associated essential standards of quality and safety. You may be required to participate in providing on call support to the Charity Abide by and ensure all staff abide by the code of conduct and practice as set out by the Social Care Code of conduct. Work with managers to ensure compliance with Local Authority Safeguarding alerts, CQC and OFSTED notifications and where necessary, attend aligned strategy meeting with CQC/OFSTED/Local authority Safeguarding Teams.
