Housing Officer: Chesterfield Salary grade £19,957- £23,583 – depending upon experience Hours 39 hours/week, over 5 days – including paid breaks Department Housing Responsible to Senior Housing Officer Annual Leave 25 days plus 8 statutory Bank Holidays, increasing to 28 days with years of service. Additional Info This post requires the use of a car on a daily basis; mileage is recompensed at 45p per mile. Location Chetserfield with expectation to travel to Derbyshire and South Yorkshire as required. Job Purpose Action provide market-leading housing-related support, general needs housing and homelessness services, which promote independence, safety and security, and empower our clients to take effective action. As a Housing Officer within Action, you could be expected to work within a variety of projects/services including supported housing, sustainable tenancies projects and/or with general needs stock (descriptions below). You will work in close partnership with other members of the Housing Department to ensure a seamless service is provided. The success of the post holder will be demonstrated in their contribution to key performance indicators including a successful ‘move on’ for the tenant and minimising void loss and arrears (as well as any KPIs agreed under the contract). Key Duties To deliver all housing management tasks for a designated patch of properties including: Allocations & lettings Rent arrears, including help to maximise benefits Anti-social behaviour Tenancy termination Void property co-ordination Ordering repairs Multi-agency liaison Data returns and monitoring Recharges To ensure that tenancy and licence agreements used in the service delivery area are accurate and up to date. To ensure appropriate records are maintained and all case notes are inputted in line with policy and procedure. To ensure tenant movements are completed in line with policy and procedure. To regularly audit all rent accounts, taking appropriate action through letters, phone calls, emails, visits and enforcement action to maximise income recovery for Action. · Provide basic Money Advice to clients, including undertaking income and expenditure checks to assess their ability to pay and negotiate affordable payment plans. To order repairs to maintain the condition of properties and estates to protect the interests of Action and ensure compliance with any management agreements. To manage all reports of anti-social behaviour in line with policy and procedure, through liaison with perpetrators and complainants, issuing and collating diary sheets, involving third parties, conducting formal interviews and preparing cases for legal action. To ensure all tenancies are ended appropriately, pre-termination inspections are carried out and properties are secured. To take all appropriate recovery actions to maximise former tenant debt recovery To organise any appropriate tenant recharges in line with policy and procedure, and ensure that appropriate recovery action is undertaken. To complete any data and monitoring returns as required. To ensure all formal documents e.g. warning letters and notices are produced to a high standard and legally compliant, using templates as appropriate. To ensure that Action provides the best possible service to the clients in accordance with approved policies and service specifications. To attend team meetings, supervisions and appraisals as required and to participate in training areas which are relevant to the post. To undertake any other duties appropriate to the grade and purpose of the job. Specific Duties according to the Service Supported Housing Project You will work for the housing department located within a supported housing project. The main part of this role is to provide advice and guidance to the service manager of that scheme with relation to all housing and tenancies matters. To work with the service manager to minimise void times through proactive management. Identify rent issues and then liaise with scheme staff to address and resolve. Lead on Anti-Social Behaviour issues, whilst working alongside the scheme staff. Sustainable Tenancies Project (STP) The post holder will take specific responsibility for the delivery of Intensive Housing Management Services to a defined group of properties and tenants. The tenants accessing this project will have been identified and referred by various sources as having repeatedly struggled to maintain a tenancy. They may be in need of independent living advice and due to their tenancy failures may have created additional costs to a range of services. · The post holder will ensure the provision of robust, intensive (but adaptable) services to assist the tenant to succeed in their new tenancy. · They will assess the needs of the tenant and agree a tenancy sustainment plan focused on supervising the tenant to successfully maintain the tenancy. · When the identified outcomes are achieved, the post holder will assist the tenant in obtaining a ‘move on’ tenancy. · Analyse referrals and complete assessments of prospective tenants. · Complete and update risk assessments for each tenant. · Regularly meet with the tenants to achieve their tenancy sustainment plan. General Needs Action has grown its general need stock within the last 5 years and this is now located between South Yorkshire and Derbyshire. Our company’s aims is to continue the growth of the portfolio. The post holder will utilise the appropriate lettings management systems, in a timely manner, to assist in identifying suitable tenants. Complete estate visits to ensure larger sites are managed in accordance with policies and procedures, and perform regular tenant checks. Person Specification Experience · Minimum 1-year experience of Housing Management, including rent arrears recovery, anti-social Behaviour and void management or experience of delivery tenancy sustainment work · Experience of working as part of a multi-disciplinary team to deliver outcomes · Previous experience of working with vulnerable people · Experience of operating within safeguarding policies and procedures · Experience of lone working and operating according to safe working practices · Experience of using housing software systems and ability to learn new systems quickly Knowledge · Knowledge and understanding of the welfare benefits system · An understanding of voids processes and minimisation of void turnaround times · An understanding of allocation of properties, including advertising, tenancy references and sign ups · An understanding of rent recovery process, including legal remedies · Knowledge of what constitutes anti-social behaviour, how to deal with it effectively and the inventions available · A understanding of issues affecting vulnerable people and their engagement with services – in particular around financial literacy and housing benefits · Knowledge of benefits system and applications process, including Universal Credit, Local Housing Allowance and Housing Benefits · An understanding of housing law and local knowledge of housing options and services available Qualifications GCSE or equivalent grade C or above in Maths and English NVQ 3 in Housing or other relevant subject (desirable) Professional Skills Ability to communicate effectively and accurately orally, and in writing A demonstrable knowledge of all Microsoft applications, in particular excel spreadsheets · The ability to remain calm under pressure and to work to tight deadlines · Excellent literacy and record keeping skills · The ability to work with a wide range of people effectively Personal Qualities Self confident Positive, passionate and driven Highly self motivated, and can work independently using own initiative Strong team working skills and the ability to work collaboratively with colleagues Commitment to working within Action’s core values and mission Misc Full UK Drivers Licence, with access to your own vehicle on a daily basis All applicants must complete an application form after applying through Indeed The role holder will reasonably be expected to work across geographical locations and diverse projects in response to business needs.
